BLS has submitted a reserved matters planning application on behalf of Westcountry Land (Kenwyn) Ltd for the erection of 29 build for rent apartments at Chyvelah Road, Threemilestone, Truro.  The site is a previously developed brownfield site currently occupied by industrial/warehouse on a prominent site in the centre of Threemilestone.  The scheme is of a high design quality in a contemporary style with the use of a palette of natural materials and finishes.

Planning - New Use Class E


From the 1st September 2020, the permitted B1, Use Class has been changed to the new Use Class E, which now permits retail, sale of food and drink, financial services, indoor sport and recreation, medical or health services, crèche or nursery, office use, research and development and light industrial.  Planning permission within these uses classes are no longer required.

Planning Permission Granted for the Cliffdene Hotel/Bella Vista Site, Narrowcliff, Newquay

BLS, acting at town planning consultants, have successfully obtained full detailed planning permission for Cliffdene Hotel/Bella Vista site, Narrowcliff, Newquay on behalf of Cliffedge Newquay Ltd.  The scheme involves the demolition of the existing Cliffdene Hotel and redevelopment of the former Bella Vista site with 39 residential apartments and associated car parking. 

In addition to the planning consultancy role BLS undertook the Financial Viability Assessment and Section 106 Agreement.

Planning Permission Granted for Two Holiday Chalets to be Dwellings at Riverside, Hellandbridge, Bodmin


BLS have successfully obtained planning permission for the retention of two existing holiday chalets to be used as dwellings and erection of six dwellings, two of which would be affordable self-build, on a site at Riverside, Hellandbridge, Bodmin.  The proposed involved a complex planning issue where planning permission had previously been granted for eight holiday chalets with a holiday occupancy planning condition.  The planning permission had been partially implemented with the completion of two of the holiday chalets and commencement of the remaining six holiday chalets.  Due to market failure in the holiday property market and the impact of VAT and funding/lending criteria the developer was not able to complete the development without seeking the removal of the holiday occupancy condition.

BLS has provided extensive town planning advice on this matter and undertook the preparation and submission of the planning application and the Financial Viability Assessment. In light of the planning consent that has been previously granted has resulted in the removal of the holiday occupancy condition in exchange for the granting of six of the chalets as open market dwellings, while the other two chalets will be offered to Cornwall Council as affordable self-build dwellings. In the event Cornwall Council does not take up the affordable self-build dwellings the Section 106 agreement provides for an off-site financial contribution to affordable housing resulting in the situation where all eight chalets will be open market dwellings.

Planning Permission Granted for the Redevelopment of the Former Narrowcliff Hotel, Newquay

BLS have successfully obtained full detailed planning permission for the former Narrowcliff Hotel building, Newquay, for the erection of 12 residential apartments.  BLS undertook the town planning consultancy including the financial viability assessment.  The Narrowcliff Hotel is currently in a poor state of repair and the proposed development represents a significant regeneration development in a prominent seafront location in Newquay.

Small Scale Housing Scheme in Portreath Approved

BLS acting on behalf of Vale Court (Holdings) Ltd have successfully obtained planning permission of the erection of 3 dwellings at Tralee, Sunnyvale Road, Portreath.  The proposed development involved the demolition of an existing mundic bungalow on a challenging site.  BLS undertook the planning consultancy work together with the architectural design and layout.

BLS Wins Yet Another Planning Appeal

BLS have won another planning appeal against a planning decision by Cornwall Council to refuse planning permission for a development of 4 residential dwellings on a previously developed site close to Saltash Town Centre at St Stephens Road.  The application was recommended for approval by the Council's Planning Officers but was refused by the East Sub Area Planning Committee.  BLS undertook the preparation and submission of the appeal to the Planning Inspectorate on behalf of the appellant.  The planning appeal was allowed and planning permission granted ref. APP/D0840/W/18/3210868.

Planning Appeal Allowed for 5 Dwellings on the Edge of Truro

BLS have won a planning appeal for the erection of 5 dwellings at Treglennick, New Mills Lane, Kenwyn, Truro following a refusal of planning consent by Cornwall Council's Central Sub Area planning committee.  Truro City Council had also objected to the planning application.  

The planning application was recommended for approval by the Council's planning officer and was refused by the planning committee against officer advice.  

The Planning Inspector allowed the planning appeal (Appeal Ref. APP/D0840/W/18/3209561) and granted planning permission.  The Planning Inspector considered the proposed development to be fully policy compliant in context of Policy 3 of the Cornwall Local Plan in that the proposal was considered to constitute rounding.  The Planning Inspector also considered the proposed development to be in accordance with policies in the Truro and Kenwyn Neighbourhood Plan.  

The planning appeal was subject to written representations.
